Unfortunately, online betting and gambling have become a serious social issue, particularly due to uncontrolled and illegal access via mobile phones. For this reason, it is essential that this topic is discussed on a sound public platform and that awareness is increased.
Both the Türkiye and the Turkish Republic of Northern Cyprus are compelled to take measures in response to these developments. The economic, social and psychological risks created by illegal and unregulated online gambling should not be evaluated in the same category as licensed and supervised land-based gaming establishments.
At this point, the 32 active casinos operating in Northern Cyprus should not be confused with illegal online betting structures. Licensed gaming establishments contribute directly to the tourism industry and create a significant multiplier effect through accommodation, food and beverage services, transportation, and related sectors.
Moreover, considering that Southern Cyprus has been strengthening its position in this sector, the issue should be evaluated not only from a moral perspective but also within the context of economic competition.
The purpose here is not to praise any institution or individual, but to present an academic and objective evaluation while ensuring that the public has access to accurate information.
However, it must be emphasised once again that the real danger lies in illegal, uncontrolled and unsupervised online gambling activities that have penetrated mobile devices.
What Is Responsible Gaming?
Responsible Gaming is an approach developed to ensure that games of chance, such as gambling and betting, are conducted in a fair, secure and socially responsible manner.
This framework includes measures taken by operators to:
- Prevent harm to players
- Reduce the risk of addiction
- Act with a strong sense of social responsibility

- Player Protection: Preventing gambling addiction and supporting at-risk individuals
- Fair and Transparent Gaming: Ensuring games are based on random and fair outcomes

Within the European Union, many countries—including Germany, Austria, Belgium, Denmark, France, the Netherlands, Sweden, Hungary, Poland and Greece—have legally binding standards in place.
Similarly, Las Vegas, one of the world’s largest gaming centres, places strong emphasis on responsible gaming policies, implementing programmes designed to protect players and prevent addiction.
Responsible Gaming in Northern Cyprus
In Northern Cyprus, the Casino Operators Association (CIB) has developed a framework of ethical and transparent rules to protect public interest and individuals at risk.
These policies include:
- Promoting the message “Play Responsibly”
- Restricting access for at-risk or problem gamblers upon request
- Preventing underage access to gaming venues
- Providing staff with up-to-date responsible gaming training
- Implementing safeguards for individuals under the influence of alcohol
These rules, under the “Responsible Gaming Policy,” aim to become mandatory with future legal regulations.
The policy has also been approved by the European Association for the Study of Gambling, an independent body conducting scientific research in the field.
The Real Issue
“Responsible gaming is not about promoting gambling; it is about protecting players, preventing harm, and ensuring ethical and sustainable industry practices.”
The real danger does not lie in licensed and supervised gaming establishments, but in illegal, uncontrolled and unsupervised online gambling—especially through mobile devices.
